A new Beige Book survey by the Federal Reserve, released Wednesday, showed that the recovery is managing to plod ahead, though not at a strong-enough pace to persuade companies to ramp up hiring. The Fed said that &#8220;economic conditions continued to expand . . . although severe snowstorms in early February held back activity&#8221; in some places. Of the Fed&#8217;s 12 regions surveyed, the Richmond district, which includes Maryland, Virginia and the Carolinas, was hurt the most by the bad &#8230;</p>

<p>BILL MORROW, the head of CSIdentity, a company that protects people from identity theft, paints a grim picture. In the 1980s, he explains, perhaps several hundred people a year would be unlucky enough to have their identities stolen. Last year, it happened to perhaps 10m people. In fact, there are so many thefts that it may take the crooks as long as a year or two to get around to draining your bank account. In the face of such facts, the most usual prophylactic measures can seem comically low-tech: update your virus-protection software, don&#8217;t save your passwords in a document called &#8220;passwords&#8221; and if a &#8220;friend&#8221; sends you a Facebook message asking you to wire money to Wales, be sceptical.</p>
<p>Mr Morrow was speaking on February 6th at a debate sponsored by the Texas Lyceum, a bipartisan civic group, on the subject of whether people are safe online. The panellists agreed that, for the most part, they are not. Ari Schwartz, the vice-president of the Centre for Democracy and Technology in Washington, DC, observed that in terms of cyber-crime, individuals face the same types of threats as nation-states. It was a timely reminder. Cyber-security has been a deepening concern for the Obama administration since last year, when the White House announced that it would create a new military Cyber Command and appointed a cyber-security tsar. &#8230;</p>

His son, Chase, was born Jan. 23. Mr. Rowe, a dispatch supervisor for the Virginia State Police, had planned to be off work from after his son&#8217;s birth until Monday. But Mother Nature had other plans. He ended getting called back to work last Friday night and worked through the weekend blizzard. He said he was lucky to make it home Sunday morning for a couple of days, but was back at it Tuesday &#8230;</p>

			<content:encoded><![CDATA[<p>Terrorist screening measures worked fine in Friday&#8217;s thwarted attempt to blow up a Northwest Airlines flight over Detroit, said Homeland Security Secretary Janet Napolitano, despite criticism from lawmakers that the security system failed on the flight. Umar Farouk Abdulmutallab, a 23-year-old Nigerian, was allowed to fly from Amsterdam despite warnings from his father about his extremist leanings and his inclusion on a terrorist watch list. He is accused of having explosives sewn into his clothes and trying to detonate them on the flight, which likely would have killed almost 300 passengers and crew members. Meteorologists warned that roads across the region remained dangerous. The National Weather Service said blizzards would hit parts of North Dakota, South Dakota, Nebraska, Wyoming, Minnesota, Iowa and Wisconsin through Saturday. The storm had already dumped significant snow across the region, including a record 14 inches in Oklahoma City and 11 inches in Duluth, Minn., on Thursday. Slippery roads have &#8230;</p>
