			<content:encoded><![CDATA[<p>The death of a vicious dictator is normally a cause for cheer. In the case of Kim Jong Il, however, there is little to be happy about. The state that he created, and that will now be ruled by his son and other family members, is built on three rotten pillars. First, the nation gets hard cash through illicit activity such as trade in narcotics, bribes from America and her allies to stop its provocations, and the sale of nuclear and ballistic know-how to anyone willing to buy. Second, it represses its people, forcing them to work and to rely on the Kim family for subsistence. And finally, it relies on its nuclear-weapons program as the ultimate guarantee of survival.</p>
<p>This is the house that Kim Jong Un has inherited. We will doubtless soon hear from Kim-family apologists that we ought to proceed with caution. Doves in the United States will tell us that the younger Kim is perhaps someone we can deal with, that we should wait until he consolidates his power and see if he is more reform-minded.</p>

<p>       To some, he offers bribes. Rep. Jim Matheson, endangered species &#8212; a Utah Democrat &#8212; succeeded in getting his brother Scott appointed to a federal judgeship. Matheson voted against Obamacare when it first passed the House. With his new-found winnings in his pocket, he now professes to be undecided. He faces a clear conflict between his district and his conscience on the one hand and the bribe to his brother on the other. The conscience will probably lose. </p>

Let&#8217;s remember that Congress is trying to reorganize the equivalent of the entire British economy in one costly bill, with a slim majority held together by bribes and wishful thinking. This would be a good time to sharply pare back the legislation. But assume they push ahead. What should those senators with major &#8230;</p>

When the inevitable howling erupted in Nebraska, all the senator could come up with was a variation on the oldest excuse in Washington: &#8220;I didn&#8217;t do it, and maybe I won&#8217;t do it again.&#8221; The senator&#8217;s profile in phony determination to prevent federal financing of abortion earned him rebuke and scorn from abortion foes and advocates alike. 			<content:encoded><![CDATA[<p>ALEXANDRIA, Va. &#8212; A former Louisiana congressman who famously stashed cash in his freezer was sentenced Friday to 13 years in prison for taking hundreds of thousands in bribes in exchange for using his influence to broker business deals in Africa. The sentence handed down in suburban Washington was far less than the nearly 30 years prosecutors had sought for William Jefferson, a Democrat who represented parts of New Orleans for nearly 20 years. Agents investigating the case found $90,000 wrapped in foil and hidden in boxes of frozen pie crusts in his freezer. Prosecutors had asked a judge to &#8230;</p>
