<p>       To some, he offers bribes. Rep. Jim Matheson, endangered species &#8212; a Utah Democrat &#8212; succeeded in getting his brother Scott appointed to a federal judgeship. Matheson voted against Obamacare when it first passed the House. With his new-found winnings in his pocket, he now professes to be undecided. He faces a clear conflict between his district and his conscience on the one hand and the bribe to his brother on the other. The conscience will probably lose. </p>

<p>Businesses shed another 36,000 jobs during February, the latest jobs report shows, but the unemployment rate remained flat at 9.7%. This, say Democrats in Washington, is a positive sign.</p>

What a boost it would have been to the reviled activist federal judges and Democratic Party-financing trial lawyers.</p>

<p>      I have fond memories of when George W. Bush ventured abroad to defend his country: &#8220;The United States has been one of the greatest sources of progress that the world has ever known. We were born out of revolution against an empire. We were founded upon the ideal that all are created equal, and we have shed blood and struggled for centuries to give meaning to those words &#8212; within our borders, and around the world.&#8221;</p>
<p>      Beg your pardon? Oh, my mistake. Those were not the words of President Bush. They were the words of President Barack Obama, in a speech in Cairo last June &#8212; one stop on what Republicans see as his never-ending &#8220;apology tour.&#8221;</p>
